Changes made for Spacebar: polygon rings are converted to shared arcs;
boundaries are simplified into two levels of detail; coordinates are
quantized to 1e-5 degrees, delta-encoded, and indexed in cells for offline
display. The resulting map contains boundaries, not the source attributes.
